Maineville village solicitor Kevin McDonough said Roosa asked for temporary leave on Monday and the village county had made no decisions about his employment. According to a police report, Lebanon police Officer Chris Garrison responded to a complaint of a possible fight involving a gun at an apartment on 15 N. West St. at 3:48 a.m. Sunday. He found Roosa sitting in his pickup parked in a lot in front of the apartment with the truck's lights on and engine running, according to the report. The police chief said his gun was in the truck's center console, Garrison reported. Roosa said he'd been out drinking earlier and had too much, but that no "physical altercation" occurred between him and the apartment's occupants, who refused to cooperate with the police, according to Garrison's report. The police chief, who refused a breath test to measure the amount of alcohol in his blood, smelled of alcohol and was slurring his speech, Garrison reported. Roosa's driver's license was automatically suspended for 15 days because he didn't take the breath test. Lebanon Prosecutor Andrea Hicks said Roosa was not charged with driving under the influence because police said he was found in a parked truck. Roosa was appointed chief in January.
